Under the old system "modifications" would have required a new warrant. It follows that "Modifications" thus disguise the true extent of interceptions.

Your figures re warrants do NOT cover: N Ireland nor the Foreign Office (that is: MI6 and GCHQ) so do not cover all agencies.
